Classification Committee Reviews Competitive Balance Criteria

STEVENS POINT, Wis. – The Wisconsin Interscholastic Athletic Association Competitive Balance Committee met on April 8 at the executive office to review the Performance Factor process and criteria.

There committee made no recommendations to change the current Performance Factor process or criteria for 2026-27. Members of the committee reviewed feedback from the membership in four areas of the Performance Factor and plan to conduct a survey of all member schools to receive feedback before making modifications, which will be supported by data-driven information. 

Among the topics discussed were adjustments to performance factor points and promotions. These included raising the threshold to initiate a promotion to a higher enrollment division, lowering the points threshold to move up a division and limiting promotions to one division only.

The committee also discussed requiring schools that appeal their promotion to a high division based on performance factor points to do so in person, consistent with existing conference realignment appeals.

Another topic of conversation was the possibility of increasing the number of performance factor points required to be promoted to a higher division in cross county. This would alleviate the separation of boys and girls teams at sectionals.

A Radius Plan/Geographic Modifier model for competitive balance was also reviewed. This model, which was considered prior to the adoption of the Performance Factor, adjusts point totals based on geography and student access.
