INDIANAPOLIS, Ind. — In an effort to improve the flow of play in high school volleyball, the National Federation of State High School Associations (NFHS) Volleyball Rules Committee has altered the signal sequence for officials.

The committee approved this significant change to Rule 5-2-1, along with seven other rules revisions, at its January 7-9 meeting in Indianapolis. All changes were subsequently approved by the NFHS Board of Directors.

Rule 5-2-1 now permits the fault-calling referee to indicate the result of a play-point or replay – followed by the nature of the fault. This change allows the scorer to immediately record the score and prepare for other responsibilities such as substitutions and recording time-outs. The committee said play is more consistent since there is no delay in knowing which team will have the next serve.

“By changing the signal sequence, this will allow the scorer to perform his/her duties of recording the score, then moving on to substitutions, in a much more timely fashion,” said Becky Oakes, director of sports and liaison to the Volleyball Rules Committee. “This improves the overall opportunity for accuracy and keeping up with play by the scorer.”

Among the other rules changes for the 2013-14 season, four deal with officials procedures and mechanics. In Rule 5-3-4b, instead of reporting to the end lines at the end of a set, teams now will be directed to their appropriate team benches. In 5-3-4e, instead of reporting to the end lines at the end of a match, teams now will follow any local or state protocols.

Rule 5-3-4d clarifies the protocol and mechanics for the second referee to follow when conducting the coin toss for the deciding set, while Rule 5-3-4e states that the second referee shall initial the scoresheet for the final verification of match results. 

“I would say that there was an overall trend – not only in rules changes, but editorial changes [as well] – that really focused in on mechanics and protocol of the officials,” Oakes said. “There were several protocols or mechanics that weren’t really addressed, and by not being addressed, there have been inconsistencies in how [the rules] were administered. This [inconsistency] led to other problems, complications or confusion during the match.”

Other changes to take effect in 2013-14 are the use of electronic communication devices. Devices are permitted during a match; however, they may not be used for any review of a referee’s decision. Rule 4-1-4 states that it is no longer an automatic violation for a towel to be tucked in a player’s uniform waistband. Also, Rule 5-1-1 states that all contest officials shall be secured by the host school. Line judges, unless determined otherwise by state association policy, shall be secured in the same fashion. Finally, Rule 11-4-2 grants a special time-out to be called by the referee when a team has an injured player, no time-outs remaining and no legal/exceptional substitutes available. This will impact only those teams with six players on the roster.

           Volleyball is the third-most popular girls sport and 13th-most popular boys sport at the high school level according to the 2011-12 NFHS High School Athletics Participation Survey. There are 418,903 girls at 15,569 high schools and 49,467 boys at 2,180 high schools participating nationwide.

All conference varsity volleyball matches (dual, triangulars, and quadrangulars) will be rally score, three-out-of-five to 25 points, no cap. If a fifth and determining game is played it will be rally score to 15 points, no cap. The exception to this format could be invitational and conference tournaments. Recommended formats for invitational tournaments could include:
1) Best five, rally score to 25, fifth game rally score to 15, with or without caps.
2) Best of three, rally score to 25, third game rally score to 15, with or without caps.
 
Note: The conference (if a conference meet) or the host school (if a nonconference meet) shall determine if exhibition games in either a two-out-of-three or a three-out-of-five game match will be played even though not necessary to determine the match winner. Only matches played in a two-out-of-three or three-out-of-five format may be included for seeding purposes and season records. It is recommended that subvarsity volleyball matches also use rally scoring. Conferences and schools may choose to use traditional side-out scoring if they feel it will enhance skill development.
Recommended rally scoring formats could include:
1) Best of five. If a fifth and deciding game is played it will be rally score to 15 points, no cap.
2) Three game match. All games rally score to 25 points.
3) Best of three. All games rally score to 25 points.
 
Games - In invitational tournaments and nonvarsity competition, the length and number of games per match may be modified (Rule 1-7-1 Note). Variations from 15a may not be included in seeding or season records.
 
Rule 12-2-6
A head coach (any level of play) may stand in the sideline area no closer to the net than the attack line extended and beyond the endline, but not directly behind the endline.

Rule 4-2
Nonvarsity teams shall be allowed to wear old varsity uniforms which are now unapproved provided participant safety is not jeopardized.

HOSTING A “PINK” EVENT

BALL: May be pink & white or pink, white, and another color. No waiver necessary. Ball must have NFHS authenticating mark.

UNIFORM:    Since volleyball does not have home and away uniforms, either or both teams may wear pink. Uniforms must meet NFHS requirements (Rule 4-2) including legally positioned numbers (Rule 4-2-4).    If a pink ribbon symbol is to be included on the jersey the dimensions must meet the requirements of Rule 4-2-10; maximum of 4 square inches.    No advertising is allowed on the uniform.

If the uniform tops are t-shirts which have been donated, the athletes must either pay for them or return them to the school when the event is finished. Failure to follow this requirement jeopardizes the amateur status of the athletes.

SOCKS, SHOES, AND WRISTBANDS: Are not covered by NFHS/WIAA rules so may be pink.

HAIR CONTROL DEVICES: Provided they adhere to Rule 4-1-5, may be pink.

FUND RAISING: See the following from the Eligibility Q & A Q.: I am a high school girls basketball coach. Our girls basketball team would like to hold a fundraiser for the American Cancer Society this coming season and I just want to check that how we plan on doing it will not violate any WIAA rules. Here's our plan, our fundraiser will be based on how many free throws the girls varsity team makes during the season. Each player will solicit funds or donations based on the free throw made. People could donate a lump some or could donate X amount per free throw made. As an example last year we made 205 free throws, if you pledged a dollar per free throw, you would be donating $205 at year end for the team to donate to the American Cancer Society. No funds are kept by or for the team. A.: While we appreciate the causes which our schools and athletes support, I recommend that you find a different method to raise funds. The Board of Control has made it clear that fundraisers connected to performance in competition are NOT allowed. Both from the sportsmanship perspective, as well as from the “paid to perform” and or gaming/gambling end of things, it is a not a good idea and not allowed. Your plan would be allowed in a practice setting.

OFFICIALS: May participate by using a pink whistle or wearing a pink wristband. Wearing a pink officiating uniform, shoes, or socks, would not be allowed.

LIBERO JERSEYS

The NFHS, along with the NCAA, has tightened the color and design of the libero jersey in order to provide better identification of the libero. The following is the new language:

NOTE: Beginning July 1, 2016, the libero shall wear a uniform top that is immediately recognized from all angles as being in clear contrast to and distinct from the other members of the team. The libero and/or his/her teammates shall wear a solid colored uniform top. Regarding the solid colored top:

a.    The solid color uniform top shall clearly contrast from the predominant primary color(s) of the teammates’ uniform top. Predominant color(s) is the color(s) appearing on approximately half of the uniform.

b.    Sleeves shall be the same color as the body of the uniform top.

c.    Piping/trim not exceeding 1 inch in total at its widest point may be placed along the seams and may be a different color(s) than the uniform top.

d.    Lettering and collars may be different color(s) than the uniform top. e.    Numbers shall be a contrasting color to the uniform top and meet all other specifications in Rule 2-

2-4.
As you can see it doesn’t take effect until 2016 but if you are considering purchasing new libero jerseys now or prior to 2016, I would make sure that you are in compliance.        
 
2012 VOLLEYBALL Q & A’s


VOL. 7 – 10/15/12

CLARIFICATION:      In the most recent Q & A, a question was asked regarding the libero setting the ball across the net and whether this was legal or not.  The answer has caused some confusion.  As per Rule 9-5-;  “A libero shall not   a)  Complete an attack from anywhere if, at the moment of contact the ball is entirely above the height of the net.”  Therefore is it possible for the libero to set the ball across the net provided the ball is not entirely above the height of the net when contacted.

QUESTION 1    During the WIAA Tournament what color jersey does the home team wear?
ANSWER    Volleyball does not use a specific home and away jersey color.  Teams are allowed to use any legal jerseys.

QUESTION 2    What is the bench limit for the WIAA Tournament?
ANSWER    Please refer to the WIAA Tournament Regulations:  “Each participating school will be allowed a maximum of 15 players in full uniform for each tournament match.  Noncompliance with this regulation, once competition has begun, shall be regarded as flagrant, unsportsmanlike conduct on the part of the head coach resulting in his/her immediate ejection (leave premises) when brought to the attention of the game officials.  A maximum of 20 bench personnel, which includes a maximum of 15 eligible players and additional people such as coaches, manager(s), statistician(s), principal, athletic director, etc., shall be permitted to occupy the team bench.”

QUESTION 3    Can the make-up of the tournament team’s roster change from match to match?
ANSWER    Allowed.

QUESITON 4    My team dyed their hair pink for the recent Dig Pink event.  The dye hasn’t washed out yet.  Is it legal for the players to play in the regional match with pink hair?
ANSWER    Legal.  Neither NFHS nor WIAA rules address hair color.

QUESTION 5    Next week our girls volleyball team will be our school's "team of the week" and part of this celebration they wanted to throw t-shirts into the stands when they get announced for their playoff game on the 20th. Would that be ok to do or, since it is a playoff game and "neutral" environment, should we not permit that since it is a playoff event?
ANSWER    Thanks for checking on this.  As you noted, the neutral environment we strive for during the WIAA tournaments, would prohibit throwing t-shirts into the crowd.

QUESTION 6    Last night in a game I had a coach make a comment to me that I gave her a yellow card for.  It is the first time in my officiating of volleyball that I gave a card.  I want to make sure that I got the call correct.  For a violation by a coach for unsporting conduct, I gave the other team a point/loss of rally and said the coach may not stand.  Was this the correct procedure?
ANSWER    Incorrect procedure.  Penalty for a yellow card:  12-2-8 PENALTY  Warning  Coach loses right to stand to coach Penalty for a red card:  12-2-8 PENALTY Loss of rally/point awarded to opponent.  Coach loses right to stand to coach.
        Please review the information on page 46 of the NFHS Rule Book (PENALTIES).

QUESTION 7    Where in the NFHS Rule Book does it state that the net outside of the net antennas is out of bounds?
ANSWER    Please refer to 2-3-1d “Touches the net cables or net not completely inside the antenna, net supports or first referee’s platform.

QUESTION 1    Each player is allowed to play in 5 sets in a night and it could be some on JV and some on Varsity.  A team we played early in the year had a player play 2 games on JV and then 3 on Varsity.  In our conference, we play a 4th game if a team wins 3-0.  What if the team we played had that same player play in game 4 of varsity for his 6th game of the night.  Is that allowed since game 4 was considered an exhibition game?  When we approached the officials about this they told us it was not their responsibility to track this.  If that is the case, then who is responsible for tracking the amount of games each player plays in?
ANSWER    The “exhibition” set would count against the maximum of number of sets allowed (5).  The official is correct that they are not responsible to track that information since not all officials are working both levels of competition (JV and varsity).  Schools are expected to follow the regulations.  In most cases the scorekeeper catches the violation or its discovered after-the-fact by the violating school’s coach or the opposing coach.  

QUESTION 2    Can headbands have multiple logos on them in volleyball.  I cannot find that in the rule book.  The last I remember is single color, no more that 2" wide and I thought no more than one logo.  I cannot find anything to that nature in the rule book.  Can you clarify please.
ANSWER    Please refer to NFHS Rule 4-1-5 .  The NFHS does not address logos on headbands so there isn’t a restriction on the number or size.

QUESTION 3    Some coaches are reporting their players are being called for stepping over the centerline.  The officials are calling that illegal.  When asked the officials state that the players cannot step over the centerline.  Please clarify
ANSWER    Legal.  Rule 9-5-7; “A player may touch the floor across the center line with one or both feet/hands provided a part of the foot/feet or hand(s) remains on or above the center line.  Contacting the floor across the center line with any other part of the body is illegal.”

QUESTION 4    If the libero sets the ball in front of the attack line and it crosses the net is it a back row attack, does the height of the ball make a difference in this circumstance??
ANSWER    9-5-6; "A libero shall not:  b) Set the ball using overhand finger action while on or in front of the attack line extended, resulting in a completed attack above the height of the net."
         PENALTY:  backrow attack  

QUESTION 5    Please clarify what the ball shaggers can and cant wear during the pregame warm-ups.  I know few years ago there was something about no jewelry and the correct type of shoes.  I had a V coach the other night ask what they can and cant do.  In a previous match his V squad ball shagged for the JV game and the set officials told them they had to be in uniform to do that.  I said, I do not think so, used to be no jewelry and wear tennis shoes.  What is the proper protocol for ball shaggers during the JV/V matches?
ANSWER    Players shagging balls during warm-ups are expected to be jewelry free and wearing appropriate footwear.  Also no cell phones or MP3 players.  
You are correct that this was a point of emphasis several seasons ago.

QUESTION 6    Reflective tape on the eyelid used as eye shadow . . . legal?  We all thought it was glitter, but it isn't really.
ANSWER    Provided make-up does not have the potential to come off on the ball it would be legal.

QUESTION 7    I'm R2.  The coach comes over to me and says fans behind the bench are making nasty comments to and about her girls, which I can't hear.  Is there anything I do about this?  What do I say to her?
ANSWER    This is a game management issue.  Please refer to 12-3; “When a spectator becomes unruly or interferes with the orderly progress of the set, the first referee shall suspend the set until the host management resolves the situation and the set can proceed in an orderly manner.”

QUESTION 8    The server bounces the ball before the whistle.  After the whistle, she backspins the ball into the air, lets it bounce in front of her, and then tosses it for her serve.  Is this grounds for a reserve?  This is her consistent way of serving.
ANSWER    Provided the serve takes place within the 5 second allowance this would be legal.  (8-1-1)

QUESTION 9    At what point should the officials call a replay because of a perceived injury?  Is it okay to call a replay after the ball is dead because it hit the floor while someone was sitting on the floor and couldn't get to the ball because of a possible injury?  (She went out for the next play, but was back in a couple of plays later.)
ANSWER    Please refer to the list of replay situations in Rule 9-8-1.  In the situation you’ve described, player on the floor unable to play the ball because of a possible injury.  

QUESTION 10    Recently officials match prohibited players from shaking the opposing coach's hand during the introductions.  Please clarify if this is allowed or not.
ANSWER    In volleyball we have always allowed this display of sportsmanship.

QUESTION 11    Is there a limit on roster spots for a varsity team?  10? 15? 25?  
ANSWER    I'm not sure if you are referring to the regular season or the WIAA Tournament series.  During the regular season schools may determine their own roster size.  I would advise checking to see if your conference has any restriction on roster size.
       During the WIAA tournament series the roster is limited to 15 players, but the roster may change from one tournament match to the next.

VOL. 5 – 9/17/12


QUESTION 1    We ran into a situation this week regarding the determination of whether or not a libero attacked from the back court illegally.  We were told that if there is an arc on the ball, then it is legal.  Is that always the case?  How are officials taught to determine whether or not the libero is above the height of the net upon contact?  
ANSWER    The NFHS official's manual simply states that the R1 has primary responsibility for calling illegal back row attacks.  In the past, when the libero was first introduced as a position player there was discussion about the height of the libero in relation to the height of the net, jumping ability, and that officials should carefully watch warm-ups to determine if there was the potential for an illegal backrow attack by the libero.

I am not aware of the arc of the ball being a determination, but we have several officials clinics going on around the state and most likely this was a "tip" offered by one of the clinicians.

QUESTION 2    I need something cleared up... Rule 10-4-5 talks about the Libero rotating to the server position while she is already on the court.  I've always been under the impression that the player that is coming back into the game for the Libero (when the Libero is staying in to serve) should be rotating to the front row.  Tonight in our match, the player that came back in for the Libero (while the Libero went to serve) stayed in the back row. Is this a correct procedure? Or does that player (coming back in for the Libero) indeed have to be rotating to the front row?  Can you clarify this for me?
ANSWER    It may be unusual to have the replacement come into the LB position since that person would need to receive and play defense, but it is legal.

QUESTION 3    I had already signaled for serve when the head coach from XYZ asked the R2 for a line-up check.  While R2 attempted to grant it, I ignored it as I had already blown the whistle for service.  
The coaches response was to direct his server to toss the ball and let it drop in order to be granted a replay.  That way he felt he could request the line-up check.  I also refused the line-up check after the replay because based upon 8.1.6 SITUATION B -- because it's considered a single attempt at serving, no requests such as a time-out, substitution or replacement, etc., can be recognized.  A re-serve is not the same as a replay.  
ANSWER    The coach in question called the WIAA office this morning regarding this issue.  This is not exactly how the coach described the situation.  He explained that the server tossed the ball up and caught or let the ball drop.  The correct server then went to the server’s line to serve.  This would be legal.  Its referenced in the Case Book, 8.1.6, sit. C.  Although slightly different, it alludes to the legality of a re-serve occurring, which then allowed for the correct server to take position.  I was not aware that he had tried to request a line-up check.  A re-serve cannot be used for a line-up check, but it could be used to allow for the correct server to move into the server position.

QUESTION 4    Is there a game limit for a player that swings between JV and V or Frosh and JV?
ANSWER    Please refer to the Volleyball Season Regulations:   
7. INDIVIDUAL PARTICIPATION LIMITATIONS
a.    A student may not participate in more than 15 contests and no more than seven of the 15 may be multiple-school contests (involving total of more than two teams).
b.    It is strongly recommended that a student participate at only one level (varsity or nonvarsity) on the same day.
c.    A student who participates at multiple levels on the same day may not play in more than the equivalent of five sets if the varsity match is a three-out-of-five set match.
d.    Participating in only one play constitutes one allowed set.
e.    It is not the responsibility of contest officials to enforce the rule related to maximum participation by students who participate on multiple levels on the same day.  Schools must report violations to the WIAA following competition.  Violations are considered in the same manner as a school using an ineligible student.  The minimum penalty for such violations is forfeiture of match(es) in which the participant exceeded the maximum.
f.     It is strongly recommended that a student who is a varsity starter or leading reserve not play at the nonvarsity level.

QUESTION 5    Do JV third games go to 25 or 15?  Or is this a conference rule?
ANSWER    The format for sub-varsity is determined by the conference or host school.

QUESTION 6    Questions continue regarding the legality of spandex such as this worn as the shorts for a volleyball uniform.

 
ANSWER    The spandex you reference, if worn as the uniform bottoms would be illegal since they have more than 1 manufacturer’s logo.  (RULE 4-2-9)  I’m guessing that officials are saying they’re legal because your players are wearing their jerseys over the waistband so it doesn’t show.  If someone, an official or an opposing coach wants to enforce the rule these shorts are illegal.  The WIAA does not condone officials asking players to lift their shirts to show the official the shorts’ waistband, but if a player’s jersey just barely covers the waistband it will show frequently during play.  As the head coach you are asked at the pre-match conference to verify that your players are legally attired.   Players also roll the waistbands of their shorts, which is not necessarily illegal but if it results in the manufacturer’s multiple logos showing it would again be a violation of 4-2-9.

QUESTION 7    I have observed many teams continue to conduct a huddle prior to R2 checking the line-up, which results in a delay of the start of the match.  I thought this was a point of emphasis this year.  Why aren’t officials enforcing this?
ANSWER    Coaches should explain the ruling to their players to help facilitate compliance with the rule.  Officials should be enforcing this during the regular season as well as the WIAA tournament.

QUESTION 8    Is it legal for our boys’ volleyball team to wear uniforms that are identical to our current except they are sleeveless?  They look like a boys’ basketball top but are identical to our tops with short sleeves, but they do not have sleeves.
ANSWER    Legal.

QUESTION 9    In order to speed up the matches, we started at 4-4 (still have to win 2 out of 3).  Could the records still be used for seeding purposes and seeding records?  The matches are played to 25 points.
ANSWER    No.  If you start at 4 points you are not playing a legitimate 25 point set.  This appears to be a way to circumvent the system.  No one starts counting at 4.  The first point scored should always be 1.

NATIONAL FEDERATION ALLOWED ADAPTATIONS
a. QUESTION 10    Are hair extensions permissible during match play?  My girls are doing an epilepsy awareness event and would like to get purple hair extensions.
ANSWER    If the extensions are attached with something metal they would not be legal.  (Rule 4-1-5)

QUESTION 1    Our team is not going to have a dig pink event, but we wanted to replace it with a fundraiser to the Trempealeau County Humane Association.  I was just checking to see if that would be all right.  We would have different uniforms and probably still use our pink volleyball.  If you could let me know so I could get the process started and start getting the information out it would be much appreciated.  
ANSWER    The WIAA does not sanction specific events.  Your local school board or administration should do so.  I would advise though, that you review the information posted on the volleyball web page regarding host a “Pink Event” as that has information that may be helpful for your event.  Keep in mind also that the WIAA does prohibit fund raising in relation to performance during a contest (donations based on the number of ace serves, kills, etc.).

QUESTION 2    If the body of the uniform is white, is it allowable for the player to wear a maroon sleeve on one arm that distracts from the other team members' uniforms?  It is the same color as the libero's primary color of maroon on her uniform.
ANSWER    Neither NFHS nor WIAA rules address the color of an “arm sleeve”.  There is not a requirement that such a sleeve must match the uniform color.

QUESTION 3    If a player is excited and jumps up from the bench after a good play, the water in her bottle flies and lands on the court.  If it takes a lot of time to clean up the water due to no towel, is it a penalty?  This was not at a time out.
ANSWER    Rule 9-9-1 (Unnecessary delay) “....is not limited to:”  This means it could include the situation you have described.

QUESTION 4    After the match, players went to the corner of the gym, started to take of their uniforms to change, thus exposing everyone in the gym to their undergarments.  I went over and asked them not to do it in the future due to children and males in the gym.  They said they would comply in the future.  Was this handled correctly or should I have done something else to rectify the situation?
ANSWER    This was a point of emphasis several years ago.  There isn’t a penalty.  Asking the coach to move players into a lockerroom is the correct procedure.

QUESTION 5    Players who where banned from the match by their coach due to disciplinary reasons still warmed up.  Their names were crossed out on the roster.  My partner said the coach could not do that.  Also, are players who are not playing and sitting on the bench subject to the same restrictions of no jewelry on as the team members that are playing?  Can injured players be standing on the court during warm ups in street clothes with open toed shoes and jewelry on?  I asked her to take a place on the bench due to the shoes.
ANSWER    Officials are not to be involved in coach’s disciplinary decisions.  There used to be a situation in the Case Book regarding a player on the bench wearing jewelry.  She is not considered illegal until she attempts to enter the game.  Was the injured player involved in warm-ups?

QUESTION 6    There is also confusion about the third and fifth game procedures after the R2 has the coin toss.  The R2 relates the information of the toss in what order and signals?  Tell the R1 who won the toss, point who has the serve, signal if switching benches and any other procedures.  If you could clarify this in what order and the correct signals, it would be appreciated by me and other officials too.  There are no signals listed on the official signals, just like telling the R1 your ready as R2 for play.
ANSWER    Please refer to Rule 5-3-4d.  A discreet motion indicating which side will serve and mimic the signal to change courts if necessary (R2 to R1).

QUESTION 7    I've run into two situations now where schools have a net sleeve printed with their school name or logo on it but it runs on both sides of the net and not the top. Please let me know what the WIAA interpretation would be.
ANSWER    Illegal.  Only allowed on the top of the net per Rule 3-1-1.

QUESTION 8    What type of headbands are legal for athletes to wear in competition.  The “skinny” headbands with multiple logos are quite popular lately.  When we looked in the rulebook it said that garments could only have 1 logo but it didn’t say anything about headbands.  Headbands are considered a hair control device and not a garment so we didn’t know if they still had to follow the 1 logo rule.  I am guessing that the multiple logos are illegal and the one logo is legal but I just wanted to confirm it because we couldn’t find it specifically in the rulebook.
ANSWER    Wisconsin follows the NFHS rule for hair control devices and does not have any additional restrictions.  As you have noted, Rule 4-1-5 does not restrict logos on headbands, therefore there isn’t a limit on logos or their size.

QUESTION 9    Regarding the libero and checking the lineup on the floor after a timeout.  #2 is replaced by the libero and play continues.  A timeout is called and after the timeout, the players return to the court including the libero.  When I came to check the lineup on the court, I told them that #2 has to be on the floor and then the libero can come in after I check the line up just as at the start of the set.  This was at a freshman match.
ANSWER    Rule 10-4-2d.  Please refer to the Case Book, page 38, 10.4.2 situation:  “Team R calls a time-out.  At the completion of the time-out, with both teams on the court, Team S executes a replacement for the libero.  This is the team’s only replacement on this dead ball.  The first referee let’s play continue.  RULING:  Correct procedure.  COMMENT:  A replacement cannot take place during a time-out but may take place once both teams are back on the court ready to play.”

QUESTION 10    Where in the book do I find the info on the prematch warm up? Times and who goes first. It’s a new year and I want to be sure.
ANSWER    The warm-up protocol is located in the Volleyball Season Regulations, which is located on the WIAA Volleyball website.
The prematch warm-ups shall consist of 20 minutes. The clock must be stopped and the horn sounded after each of the segments listed below.
(1) 6 minutes – both teams on the court doing ball drills, but no net play.
(2) 7 minutes – home team on court alone.
(3) 7 minutes – visiting team on court alone.
(4) National Anthem – teams lined up on the sideline in front of their bench.
(5) 1 minute – team huddle in bench area.
(6) Starters only report to baseline.
(7) Introduction of starters from the baseline.
(8) Teams will then follow the defined National Federation prematch protocol.
(9) Allowed exceptions include:
(a) The introduction procedure can be modified for special circumstances (i.e., parents or senior night, etc.).
(b) If two courts are available both can be used for warm-ups. The involved coaches should mutually agree on procedures for court usage.  The visiting team must, however, be provided equal usage of the main court.

QUESTION 11    We had a situation last night where the R1 called our team for overlapping because LB and CF were overlapped.  I tried to explain that this wasn’t correct.  Please advise.

ANSWER    Legal.  Please refer to the Case Book, page 22, 6.4.3, sit. G, diagram c.   LB is closer to the centerline than CF which is legal provided LB is not overlapping with LF or CB.  

 

VOL. 3 – 8/30/12

QUESTION 1    My partner and I would like a clarification on what color girls sports bra's have to be under their uniform. If the teams tops are a Royal Blue, Black or any color must their sports bra's be of the same color or can they wear a pink one.  My understanding is they must be same color of uniform tops.
ANSWER    The rule regarding sports bras was dropped from the rule book close to ten years ago.  Sports bras are now considered “foundation garments”.  Please refer to page 15 of the NFHS Case Book, 4.2.7, sit. B; “Players on Team A are wearing sport bras which are visible outside their sleeveless uniform tops.  The sport bras are striped.  RULING:  Legal.  COMMENT:  Foundation garments are not subject to NFHS rules on visible undergarments.”

QUESTION 2    Just curious about a possible ruling. I have had a couple of volleyball coaches and fans ask me if it is ok for the opposition to yell things like "up", or "jump" when the server tosses the ball for serve, or does a jump serve. The fans are all told not to yell during the serve before the match. My thought would be that should carry over to the opposing players as well.
ANSWER    Over the years this issue has been addressed many times.  In the past, we have indicated that officials need not concern themselves with fans yelling during a serve unless its an issue of individuals being singled out.  For example, “Hey #3 you’re going to miss!”  Athletic directors are encouraged to keep their fans under control but nowhere in the rule book does it state it must be silent when someone is serving.  The same is true if the opposition chooses to call out something (such as the examples you gave).  Unless it is interpreted as unsportsmanlike (singling out the server, using profane language), officials would simply ignore it.  The examples you have given have been addressed in the past and have been considered legal (although not really necessary).

QUESTION 3    When playing volleyball, if the ball is in play and it hits the backboard of a basketball hoop, is the ball "dead" or still free to play?
ANSWER    It will depend on whether the backboard is attached to the ceiling or the wall.  Please refer to Rules 2-2-1 and 2-3-1a.  This would be a question to ask of the officials at the pre-match conference (ground rules).

QUESTION 4    Can a player wear wrist/sweat bands?
ANSWER    Legal.

QUESTION 5    Can the server serve anywhere along the serving line?  If so, does the server need to be to the right of the middle back and the left back positions?
ANSWER    Legal.  Rule 8-1-2 (this includes a reference to the dimensions/location of the serving area).  Because the server is not within the boundaries of the playing court she is not subject to the alignment rules.  See Rule 6-4-3.

QUESTION 6    If I put a sub in for a player, does that sub, if taken out, only able to be subbed back in for that same original player for the rest of that set?  Or, can I use that sub for other players as well in the same set?
ANSWER    Not allowed.  Rule 10-3-1.  Please refer to the NFHS Case Book, page 35, 10.3.1, sit. B; “COMMENT:  These players may enter the set an unlimited amount of time as long as the entry is in the original position and the total number of substitutes does not exceed 18.  Any number of players may enter into a position.  However none of these players may enter into a different position in the rotation order for that set.”

QUESTION 7    We are looking at an elbow brace because XXX hyperextended it again. The question came up about a brace for his elbow that has metal in it?  Do you know if there is an issue with having an elbow brace with metal in it?  I know there is an issue with hand/wrist braces, but not sure with elbow?
ANSWER    Please refer to Rule 4-1-2; “Hard and unyielding items (guards, casts, braces, etc.) on the elbow, upper arm or shoulder must be padded with a closed-cell, slow-recovery foam padding no less than 1/2 inch thick.  An elbow brace shall not extend more than halfway down the forearm.”  Any part of the exposed metal must be padded as indicated in 4-1-2.

QUESTION 8    If the regular players are wearing solid white jerseys (no stripes or piping) with navy numbers, would the libero be allowed to wear a solid gold jersey (not yellow) with navy numbers?  Is that enough of a contrast is one jersey is white?
ANSWER    Legal.

QUESTION 9    If we only have 1 gold jersey (a second was purchased in the off-season, but would not fit the DS who would wear it this year, as she is a new player to the team), would we be allowed to have our starting libero wear the gold jersey (assuming the rest of the team was wearing navy), and if she were to be replaced in a subsequent set, have the new libero wear white?

ANSWER    Legal.  


VOL. 2 – 8/24/12

QUESTION 1    I received a question from an official in our Association.  He was asking if the WIAA has a position on the use of a handheld device (I'm assuming an iPhone/Android) that has an app on it that would replicate a lineup card versus the official using an actual lineup card.  
ANSWER    I’m not familiar with an app for line-ups.  At this time, I would say no to its use.

QUESTION 2    Nowhere in the case and rule book does it say which official is responsible for touches above the net.  On a play that took place in front of me (R1), my partner called a touch, not seen by me. She did not get a players number.  It would seem to me that the down official should be looking for net faults and foot faults during net play, not have eyes above the net.  Perhaps I am wrong.  Please clarify this.

ANSWER    Please refer to page 59 of the Case Book.  This section is actually the Manual.  Here you will find a diagram showing the areas each referee is responsible.  Additionally, a sentence from the last paragraph on that page; “When the ball is in play near the net, the first referee concentrates on the top of the net downward.”  If you go to page 61 the last paragraph; “During net play, the second referee must focus on the center line and net area by first looking from the center line, up to the net, look for touches on the blockers or hitters, down the net and back to the center line.”  My interpretation is that you are partially correct, but the 2nd referee also has responsibility for touches.

QUESTION 3    What is the rule for playing music during tournament time? The last two years, once in volleyball and once in basketball, we had an official tell us we can not play music during time-outs and between games.  If this is the case...why is this the only rule that changes from the regular season to post season?
ANSWER    I can't speak for basketball but I have never heard of officials telling the band that they can't play during time-outs or between sets.  Whether its regular season or tournament time, there is no such rule.

QUESTION 4    When a team has co-coaches, I understand that only 1 coach is designated/permitted to stand during a game.  But can they rotate every other game?  So game 1, Coach A stands.  Game 2, Coach B stands.  Game 3, Coach A.  Etc.?
ANSWER    I’ve advised in the past that if a team has co-coaches, only 1 coach should be designated as the “head” coach for the entire match, thus having the ability to stand to coach.

QUESTION 5    Is there any rules that allow volleyball players to play more then 5 games in an evening for a dual match? Similar to the 5-quarter rule in basketball.  We have low numbers and we were trying to see if there is anything we could do to allow more athletes to participate.
ANSWER    Volleyball does not have a waiver in place to allow for more than 5 sets during a dual match.  With most sub varsity teams playing best 2 out of 3, coaches should be able to work out a system with their line-up so that the sub varsity players will still have sets left for the varsity match before they reach the maximum of 5 sets.

QUESTION 6    Do we continue to allow the teams to shake hands at the net after the last game in a match?  In the rule book they want us to dismiss the teams from the court to the sidelines right after the last game of the match?
ANSWER    Rule 5-3-4e directs the R1 to “…visually confirm the score, blow the whistle and release the players.”  In Wisconsin, stressing good sportsmanship is important.  Teams are encouraged to shake hands following release by the R1.

QUESTION 7    One of the new rules for this year is about media time outs. Local Associations are to decide length and number of time outs.  Has the WIAA come up with a ruling on this matter?
ANSWER    Wisconsin has not approved the state adoption of media time-outs so no one should encounter these during the season.  

QUESTION 8    I have an athlete with a subdermal implant.  Is it legal?  What about if it has a stud attached to it?
ANSWER    Subdermal implants are legal provided no part of the extension protrudes through the skin.  In the first picture below, the implant would be legal.  In the second picture (actually a microdermal implant), because of the extension through the skin, the implant would not be legal.
 


 

 

 

 

 

QUESTION 9    I have a player who is using rubber inserts to enlarge her ears.  Since these are not metal, is she allowed to keep them in during a match or cover them with tape?

ANSWER    Not allowed.  Players are not allowed to keep foreign objects in their earlobes during warm-ups or a match.  It is also prohibited to keep jewelry on and cover it with tape.  It would be recommended however tape the enlarged earlobe to the neck to keep it from getting caught on something during play.  Many times this is allowed at the middle school level because middle school conferences are picking and choosing which rules to enforce.  When athletes play at the senior high level all rules must be enforced.

QUESTION 10    I have a player with tendonitis.  Does she need a waiver to wear a neoprene sleeve?  What about a brace?   Does the sleeve need to be the same color as her uniform?
ANSWER    No waiver is necessary.  Please refer to Rules 4-1-1 and 2 for descriptions of legal braces.   Neither a sleeve nor a brace has color restrictions.

QUESTION 11    Can you verify the rule about re-serve for volleyball?  The wording is a bit confusing on re-serves when a player tosses the ball up and chooses not to serve it.  Is the re-serve allowed once per serve, or once per server per rotation?
ANSWER    Please refer to the Case Book, page 26, 8.1.5; "Player S1 is awarded a re-serve and serves two more points before being replaced by Player S2.  Player S2 is awarded a re-serve during his/her term of service.  RULING:  correct procedure.  COMMENT:  Each player is entitled to one re-serve during any one team's term of service."

QUESTION 12    Question for you concerning the Libero.  You can only have 1 person designated as the Libero for each game of a match correct?  Then could they change who that person is before the start of the next game?  So in game 1 of a varsity match Player A is Libero, game 2 of the varsity match it would be player B.
ANSWER    Yes, that is correct.  Rule 7-1-2.

QUESTION 13    Are girls with newly pierced ears allowed to wear the studs or put tape over them during games?

ANSWER    As per NFHS Rules; “4-1-6:  Jewelry shall not be worn by players during warm-ups and /or competition.”   Placing tape over the earrings is not acceptable.


VOL. 1 – 8/16/12

QUESTION 1    Is it ok to kick the volleyball to keep it in play?  Please include the WIAA or NFHS rule if possible.
ANSWER    Legal.  Rule 9-4-5; "Legal contact is a touch of the ball by any part of a player's body which does not allow the ball to visibly come to rest or involve prolonged contact with a player's body."

QUESTION 2    I have a question about a cancer awareness/fundraising event we would like to do this season.  I was hoping to hold a fundraiser during one of the matches this season and wanted to make sure that this money raising event was not in violation of any WIAA rules.  The plan is to have the players (all levels) ask people if they  would like to donate money for cancer research (all money raised would go to the coaches vs cancer organization) by giving a lump sum or an amount per kill, or ace or dig that the team has during the match.  Could you please advise me on any issues there might be in doing an event like this?
ANSWER    The WIAA does not allow players to receive pledges for game achievements.  See the following from the Eligibility Q & A:
Q.: I am a high school girls basketball coach. Our girls basketball team would like to hold a fundraiser for the American Cancer Society this coming season and I just want to check that how we plan on doing it will not violate any WIAA rules. Here's our plan, our fundraiser will be based on how many free throws the girls varsity team makes during the season. Each player will solicit funds or donations based on the free throw made. People could donate a lump some or could donate X amount per free throw made. As an example last year we made 205 free throws, if you pledged a dollar per free throw, you would be donating $205 at year end for the team to donate to the American Cancer Society. No funds are kept by or for the team.
A.: While we appreciate the causes which our schools and athletes support, I recommend that you find a different method to raise funds. The Board of Control has made it clear that fundraisers connected to performance in competition are NOT allowed. Both from the sportsmanship perspective, as well as from the "paid to perform" and or gaming/gambling end of things, it is not a good idea and not allowed. Your plan would be allowed in a practice setting.  A lump sum donation would be acceptable.

QUESTION 3    I am inquiring about the use of the iPad on the bench to keep stats for volleyball matches.  Is this legal.  Last year there seemed to be some confusion about the use of electronic devices such as iPads for keeping stats during matches.
ANSWER    iPads, PDA, laptops, etc. are legal for use on the bench for keeping statistics.  Please refer to NFHS Rule 12-2—8g; “Using electronic equipment, excluding computers for coaching purposes during the set...”

QUESTION 4    The R2 verifies the players on the floor with their line up card before a set, and the wrong player is on the court.  The R2 does have to take a minute to go back to the scorer to make sure they wrote it down right, then approach the coach on the error.  The coach admits they did not communicate the starting line up well to the players, and has no problem putting the right player on the court and the change is made.  What if anything should be the penalty to the team.  Loss of point/serve?  Unnecessary delay?  No penalty?
ANSWER    Please refer to the Case Book page 24 (7.1.2, sit. A).  “As the second referee is checking lineups, Team A has No. 22 on the lineup sheet but No. 12 is on the court.  The R2 tells the coach No. 22 must take the court and the coach may (a) leave No. 22 in for at least one rally and then substitute, or (b) request a substitution  No. 12 for No. 22 prior to the start of the set.  RULING:  Correct procedure.  COMMENT:  “If the substitution is to occur prior to the start of the set, the R2 will follow the regular substitution procedure to allow #12 to enter the set.”

QUESTION 5    National Anthem-Teams lined up on the sideline in front of their bench.  We tend to get a lot of comments and surprised looks from teams and coaches when we enforce this.   Teams seem to be very accustom to their own way they line up for the Anthem, usually they go to the end line, or in a semi-circle around the basketball markings on the court facing the flag.  Should there be any flexibility granted in how they line up?
ANSWER    The prematch warm-ups shall consist of 20 minutes. The clock must be stopped and the horn sounded after each of the segments listed below.
