Q - When the defensive wrestler is outside the 28 foot circle and the offensive wrestler plants his feet in the pinning combination, are the toes / feet considered supporting points?

A - No they are not. I thought this was well covered in the video as well as at the clinic. There were several pictures in the video that thoroughly demonstrated this, and the NFHS script said "toes are not considered supporting points while down on the mat. Once the wrestler comes off his knees and onto his toes while on the mat, he is considered out of bounds. If toes while down on the mat were considered supporting points it would extend the wrestling area well beyond the 28 foot circle and off the mat. For the safety of the wrestler, toes are not supporting points while down on the mat". In this NF situation,  if a knee or the knees come off the mat beyond reactions time, you must stop the match.  It was explained to me that we would never have received this great rule change if this interpretation was not part of it. We got a great rule change, we just have to give a little back. Let's see where it goes. If you are still questioning this, I encourage you to watch the PPT once again.
