Q:  We had a situation occur this past season that was questioned by a coach and we are not able to find the answer in the rule book so will turn to you for advice.  “A punt by K1 lands on the 5 yard line and is rolling towards the end zone.  During the coverage K2 over runs the ball and while standing in the end zone reaches across and downs the ball at the 1 yard line. “  Should the ball be placed at the 1 yard line where first touching occurred or is it a touchback because K2 was standing in the end zone?

A:  The key to the touchback rule is the plane of the goal line and the position of the ball (Rule Book, p. 55, p. 68 and Case Book, p. 47).   The position of the player is not a factor in touchbacks during a high school game.  It's the plane of the goal line and the ball. In the situation you describe, the ball goes on 1 yard line.  On Sunday's, it may be different.  And that confuses the coaches and fans who are familiar with NFHS FB Rules and the differences with the other levels.  See:  http://www.wiaawi.org/Portals/0/PDF/comparisons.pdf
