Stiff Arm and Targeting

Q: A strict interpretation of the targeting rule seems to imply that a stiff arm by a runner to the face mask or any part of the helmet of a would be tackler should now be flagged. Would you please confirm if this is the case. The majority response of the guys that took part in the discussion was that this should not be flagged.
A: In the targeting information provided in the rules meeting that a legal stiff arm is allowed. But if a player has a bent elbow and thrusts his had to the helmet, it is targeting. The official will need to differentiate between legal stiff arm and intent to punish.
