Penalty Enforcement Situations

Situation 1 - white ball, 4th down, they run the ball and go out of bounds short of the line to gain, orange comits late hit after that Because white was short, the ball belonged to orange the instant the ball became dead The infraction occurred after that 1st down for orange after the penalty is marked off, 1st and 10?
A: Team B will get a new series but we will enforce the penalty before we set the chains. First and 10 after enforcement.
Situation 2 - This happened in a varsity I was watching - Team A, passes the ball and it is intercepted Team A has a penalty illegal procedure, after the interception by Team B, there is a block in the back by Team B Officials ruled off setting penalties. Doesn't team b have the option of declining the team A penalty and keeping the ball after the block in the back penalty?
A: Team B got the ball with “clean hands.” They can decline the penalty for “illegal procedure” to keep the ball, but team A will no doubt accept the penalty for the Blocking In the Back. First and 10 for team B after enforcement.
