Offensive Interference

Q: R1 is at third with no outs. B2 strikes out and F2 drops the ball. F2 immediately throws to F3 who fields the throw cleanly while in contact with first base. R1 sets out for home and F3 steps into foul territory to throw home with a legitimate chance at throwing R1 out at the plate. B2 runs into F3 in foul territory and prevents him from throwing home. While the contact was not violent, in my judgment, it definitely appeared avoidable and intentional. What would be the proper ruling here?
A: According to rule 2-21-1a, an act by the team at bat which interferes with, obstructs, impedes, hinders or confuses any fielder attempting to make a play is offensive interference. It is a judgment call.
