Misc: Jewelry and Eye Black

Q: First, I am operating under the opinion that all jewelry, including the popular titanium braided necklaces, is illegal except for medical and religious exceptions. Am I correct? I have seen many of the braided necklaces this year and they always claim no other umpire says anything. Second, Eye black is supposed to be worn as a a single stripe under the the eye, right? I thought I saw an interpretation somewhere that smearing it like face paint would be illegal since that is not the intended use.
A: Jewelry is not allowed by rule. P. 14 (player equipment) and p. 28 (bench and field conduct). It does not differentiate about what types or kinds other than religious. Eye black is not in the rule book. It is in the football rule book.
