Football Uniform Requirements

Q: Are officials supposed to strictly enforce rule 1-5-1 d3 "shoulder pads ... shall be fully covered by a jersey" I see a number of players with shoulder pads not covered?
A: Yes. The uniform issues need to be consistently applied. Same with pants covering the knees.
