Electronic Devices in Dugout

Q: I am writing today to get clarification regarding use of electronic devices in the dugout. I am aware that electronic devices can be used for scoring purposes. However, we are looking at a software package called "Edge" (edgehq.com <http://edgehq.com> , should you wish to review it) that has more capability than that. While we would not use video options, would it be permissable to use this software to keep track of our pitchers (locations, number of pitches, etc) and do spray charts for hitters at the same time we are using it for scoring? Or would reviewing the charts during the game be considered using the device for coaching purposes? My hope is that the intent of the rule is to prohibit the use of video for coaching purposes. The use of video could clearly create an unfair advantage. On the other hand, any team can do spray charts and keep track of pitching data manually if they choose to do so. Using a device for this purpose is merely a convenience factor.
A: The NFHS Rules committee has a consensus that it would not be allowed. It will be addressed in June, 2014. In the 2013 NFHS rule interpretations, you will find Situation 3 which limits device usage to the score and team’s lineups.
SITUATION 3: The head coach has a tablet computer with video capability in the dugout. However, he is only using the tablet to keep the score and both teams’ lineups. RULING: This is permissible. The use of a tablet computer or other mobile electronic devices are allowed provided they are not used to monitor or replay any of the game for coaching purposes. (3-3-1f)
