    <description>STEVENS POINT, Wis.-- The Board of Control voted to extend an agreement with the Wisconsin Timber Rattlers that secures the use of Time Warner Cable Field at Fox Cities Stadium for the State Spring Baseball Tournament, approved a sectional tournament ticket increase and ball contract, and voted to move forward with a modified realignment proposal at its May meeting today.

The extension of the pact with Time Warner Cable Field at Fox Cities Stadium in Grand Chute, Wis., will run through 2020. The venue has served as the home of the State Spring Baseball Tournament since 1998. The tournament has featured record crowds since relocating from Wausau, including a tournament-high 14,849 in 2012. The stadium was built in 1995 and has a listed seating capacity of 5,500. The venue also serves as home of the Wisconsin Timber Rattlers, the Midwest League affiliate of the Milwaukee Brewers since 2009.&amp;nbsp;

A major renovation was completed for the opening of the 2013 Timber Rattlers&amp;rsquo; season. A second level of suites behind home plate adds an additional 250 seats. The changes also include an expansion of two concession stands, additional restrooms and replacement of the stadium&amp;rsquo;s cement facade.

In other venue-related discussions, the Board authorized the executive staff to begin negotiations on an extension of the agreement with PMI and the Resch Center in Green Bay for both the State Girls Volleyball and Girls Basketball Tournaments. The Resch Center has been the host venue for the State Girls Volleyball Tournament since 2002 and hosted the State Girls Basketball Tournament for the first time in March.

A $1 increase from $4 to $5 for a sectional tournament ticket in all sports will be implemented in the fall of 2013. The revenue generated from the increase will be allocated to member schools and officials in the form of tournament and mileage reimbursements. The mileage reimbursement to schools with teams competing in the State Tournaments will be doubled from $1 to $2 per mile, and a $.40 increase to $.80 will be reimbursed to schools with participants competing in individual State Tournaments. In addition, the payment to tournament host managers will be increased $20, and the mileage reimbursement to officials assigned to Tournament Series events, as well as committee and staff travel related to association business will be increased to $.45 per mile.

The Board also ratified extending the agreement identifying Wilson Sporting Goods as the official football and tennis ball of the WIAA Tournaments through 2018. The deal mandates the use of Wilson footballs in the State Football finals, as well as in Levels 3 and 4 of the football playoffs. In addition, Wilson tennis balls will be used at the sectional and State Tournament level for the boys and girls State Team and Individual Tennis Championships.

First consideration of a Board-modified conference realignment proposal involving the Coulee, Mississippi Valley and Southwest Wisconsin Conferences was approved. The modified proposal maintains the current conference structure and mandates two football-only crossover games between the Coulee Conference and Southwest Wisconsin Conference by the 2014 season.

WIAA procedures require a 40-day window for schools to appeal today&amp;rsquo;s approval of the first consideration before the Board takes final action. Thus, schools have until June 26 to request an appeal of the Board&amp;rsquo;s initial approval. The Board is scheduled to make a final determination at its Aug. 9, 2013, meeting.

The Board heard staff reports on the progress of hiring a technology coordinator and gave its support of an officials&amp;rsquo; background checks policy and the weather-related emergency scheduling relief provided this spring. The Board liaisons from the Department of Public Instruction, Wisconsin Association of School Boards and the Wisconsin Athletic Directors Association also presented updates.

The membership of the WIAA oversees interscholastic athletic programs for 507 senior high schools and 65 junior high/middle level schools in its membership. It will sponsor 25 championship tournament series in 2012-13.

 INDIANAPOLIS, IN (May 8, 2013) &amp;mdash; Head coaches in high school basketball will be allowed to come onto the court in an effort to break up a fight or keep a situation from escalating. Previously, the head coach could only enter the court if beckoned by an official. 

This revision to Rule 10-4-5 was one of five rules changes approved by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its April 15-17 meeting in Indianapolis. All rules changes were subsequently approved by the NFHS Board of Directors.

While the head coach and his/her assistants must continue to ensure that players remain on the bench during a fight, the committee agreed that the presence of the head coach on the court could be instrumental in preventing the situation from escalating, and the coach also could assist game officials in controlling the situation.

&amp;ldquo;By removing the requirement of the head coach being beckoned onto the floor by the officials, it should result in a more expedient resolution of the situation and restoration of order,&amp;rdquo; said Theresia Wynns, NFHS director of sports and officials education. &amp;ldquo;The change also will allow the officials a greater opportunity to assess appropriate penalties by being able to observe the situation because of the increased assistance the head coach(es) will provide by their presence.&amp;rdquo;

In other changes, the rules committee approved the use of electronic devices during the game in certain instances. Rule 1-19 now will allow a coach to take advantage of electronic devices for use in coaching and gathering statistics. 

Teams, however, cannot use electronic equipment for voice communication with players on the court, and the use of electronic audio and/or video devices are not allowed to review a decision of the contest officials. 

In an effort to thwart the use of leg-compression sleeves for non-medical reasons, the committee added leg-compression sleeves to the requirements of arm-compression sleeves in Rule 3-5-3. 

Leg-compression sleeves shall be white, black, beige or a single solid school color; shall be the same color for each team member; must meet the logo requirements in Rule 3-6; and must only be worn for medical reasons. 

The final rules change approved by the committee for the 2013-14 season will permit a single, visible manufacturer&amp;rsquo;s logo/trademark/reference on the team jersey, not to exceed 2&amp;frac14; square inches with no dimension more than 2&amp;frac14; inches. The manufacturer&amp;rsquo;s logo may be located no more than 5 inches below the shoulder seam on the front of the jersey, or 2 inches from the neckline on the back of the jersey, or in either side insert. 

Wynns said this change will bring basketball in agreement with other NFHS sports rules and allow the use of a single manufacturer&amp;rsquo;s logo on the jersey of the playing uniform. 

In addition to these rules changes, the committee approved a new defensive tip signal that will be added to the Basketball Officials Manual. This signal will be given by the official when the ball enters the backcourt as a result of contact with the defensive player. 

Basketball is the second-most popular sport for girls and third-most popular for boys at the high school level, according to the 2011-12 High School Athletics Participation Survey conducted by the NFHS, with 435,885 girls and 535,289 boys participating nationwide. The sport ranks first in school sponsorship of girls and boys teams with 17,768 schools sponsoring the sport for girls and 18,099 sponsoring the sport for boys.

INDIANAPOLIS, IN (April 23, 2013) &amp;mdash; Through the collaborative efforts of the National Federation of State High School Associations (NFHS), the NCAA and USA Track &amp;amp; Field, an online pole vault skills course has been developed for coaches and athletes and is available for free on the NFHS Coach Education Program Web site at www.nfhslearn.com &amp;lt;http://www.nfhslearn.com&amp;gt; . 

The course, &amp;ldquo;Pole Vault: Successful Skill Development,&amp;rdquo; is designed to further advance the knowledge of coaches and pole vaulters at all levels of sport &amp;ndash; youth, high school and college &amp;mdash; by teaching the introductory skills and safety aspects of the pole vault.

&amp;ldquo;This course is designed for both the coach and vaulter,&amp;rdquo; said Becky Oakes, NFHS director of sports and editor of the NFHS Track and Field Rules Book. &amp;ldquo;It provides a solid foundation of the skills and techniques of the event. Through the collaborative efforts of the NFHS, NCAA and USATF, this free online course is the first of our continuing efforts to provide sound techniques that will help minimize risk of injury and improve performance for pole vaulting. &amp;lsquo;Pole Vault:&amp;nbsp; Successful Skill Development&amp;rsquo; is a &amp;lsquo;must-take&amp;rsquo; course for all pole vault coaches, high school student-athletes and their parents.&amp;rdquo;

    <description>The WIAA has requested and has received permission from the NFHS to schedule five-inning baseball games this spring in response to the extreme spring conditions.&amp;nbsp;Schools may mutually agree to schedule five-inning games at any level of spring baseball during the 2013 spring regular-season schedule.&amp;nbsp;
In granting of the request, the WIAA will not fall into non-compliance with NFHS rules and lose our voice in the rule making process.

Schools scheduling five-inning games should keep in mind that there may be implications on conference standings as the pitchers may participate in multiple games. This relief does not change or alter the seven-innings-in-three-days pitching rule. In addition, the relief does not impact the &quot;mercy rule&quot; &amp;nbsp;also known as the 10-run rule, nor does it include games in the WIAA Tournament Series.

Each school is encouraged to make sure safe conditions are provided for athletes. While there are maximum of 26 games allowed, schools do not have to play all of the games allowed for your sport. Academics are the highest priority and schools should keep loss of class time in mind.

Schools are allowed to reschedule postponed games until the end of the season (the final day of the state tournament in that sport) even if your team is eliminated from the tournament. Younger players who will be returning next year can receive coaching during this time.

Doubleheaders in baseball may be a great option or you can schedule two seven-inning games, play the first seven-inning game and do your best to complete the second game. The second game can be considered a regulation game if 4 1/2- or 5-innings have been completed. &amp;nbsp;Keep in mind that rule 4-2-4 allows coaches along with the umpires to mutually agree to terminate a game. &amp;nbsp;If a game becomes lopsided, it can be shortened.

&quot;We have received inquiries about moving the state tournament dates farther into June,&quot; WIAA Deputy Director Wade Labecki said. &quot;The number of changes that would need to be addressed at regional, sectional and state tournament sites along with officials working multiple sports are extensive. In addition family plans, summer jobs, camps and clinics and other summer activities that would be affected. It doesn&amp;rsquo;t seem as if that&amp;rsquo;s an option that could realistically be considered.&quot;
